Citizen-critical student-aid services ran on a mid-1980s COBOL mainframe: 420 green screens, 366,000 lines of code, 25.2 million records, disbursing $98M a year — and the people who understood it were gone. A seven-week discovery reverse-engineered the undocumented calculation engine into a testable model. Delivery rebuilt the system on Azure module by module: every legacy interface intercepted through a new data hub before the core was touched, and each rebuilt module run in parallel against the mainframe with record-level output comparison before cutover. That method is now productized as Chal-AI's Legacy Intelligence and parallel-run validation services.
